Second Chance Act RFQ

The Contra Costa County Probation Department announces the issuance of Request for Proposal (RFP) # 1184 making available up to $100,000 for qualified entities to provide employment services for formerly incarcerated individuals, residing in East Contra Costa County, to reduce recidivism. Proposals are due Monday, March 31, 2014 at 50 Douglas Dr., Suite 200, Martinez, CA 94553 by 5:00 PM, without exception.

  1. On page 15 of the RFP it refers to a mandatory bidders conference, but I can’t find a date/time for the bidders conference in the RFP. Can you clarify?

                    Our apologies, there is no mandatory bidders conference. Please disregard.
    2.  Does the attached monitoring letter/performance report count toward the 15 page limit for the

                     Although there is no attachment to your e-mail, a monitoring letter or performance report would not be included in the 
                     15 page limit for the narrative.

    3. Should respondents construct their budget assuming $100,000 to serve 75 clients?
                    There are approximately 25 current clients that may require services and we anticipate approximately 40 for this
                    new grant cycle.

    4.  Can respondents determine what milestones will trigger the fee for service payments and the 
         amounts of the payments?

                   Yes, please articulate in your narrative the milestones that will trigger the fee for service payment and the amount of 
                    the payment.
