Overview
The County of Contra Costa maintains franchise agreements with utilities, which use the County’s roadway right of way to transport their product and conduct their businesses. Besides defining the responsibilities of the utilities maintaining their assets, the agreements contain a franchise fee clause, which requires the utilities to compensate the County for the use of County road right of way.

Franchise Fees are annual assessments for a utility’s use of the County’s road right-of-way and are based on the diameter and linear feet of the utility’s pipeline and is most times multiplied by a Consumer Price Index (CPI).
