Neighborhood Stabilization Program

Program Overview
The Neighborhood Stabilization Program (NSP) was a special allocation of Community Development Block Grant funds. NSP was established as part of the 2008 Housing and Economic Recovery Act (HERA). NSP provided targeted emergency assistance to state and local governments to acquire and redevelop abandoned and foreclosed residential properties that might otherwise become sources of abandonment and blight within our communities. Contra Costa County, as the Urban County lead agency, was allocated $6,019,051 in NSP funds.

The County has fully obligated its NSP funds. The County will continue to provide quarterly reports to HUD until all developments are complete and final reports are provided to HUD.
