C.21    Plant Acquisition (0111):  APPROVE Appropriations Adjustment No. 5087 authorizing a refund to the Superior Court of Contra Costa in the amount of $59,788 from the balance of funds provided to the County for various capital improvements to court facilities. (All Districts)

 

C.22    General Services(0063): APPROVE Appropriations Adjustment and Revenue Adjustment No. 5091 authorizing new revenue in Fleet Operations in the amount of $226,559 from accumulated depreciation and estimated salvage, and appropriating it to purchase 13 replacement vehicles for the Employment and Human Services Department in accordance with the vehicle replacement policy. C.23    General Services (0063)/Employment and Human Services (0589):  APPROVE Appropriations and Revenue Adjustment No. 5089 authorizing new revenue in the amount of $13,674 from accumulated depreciation and estimated salvage, and appropriating it to purchase two replacement vehicles for the Community Services Bureau of the Employment and Human Services Department in accordance with the vehicle replacement policy.  (All Districts)

 

C.24    Contra Costa County Fire Protection District (7300):  APPROVE Appropriations Adjustment No. 5086 authorizing additional revenue in the amount of $103,550 from the Fireman’s Fund and Wal-Mart Foundation donations and expenditure appropriations for services and supplies. (All Districts)

 

C.25    Probation (0308): APPROVE Appropriations and Revenue Adjustment No. 5092, authorizing new revenue in the amount of $75,000, and an appropriations increase for the expenditure of those funds on project management, statistical analysis, and Probation staff development related to an Enhanced Disproportionate Minority Contact (DMC) Technical Assistance Project for analysis and understanding of DMC in the juvenile justice system. Intergovernmental Relations

 

C.26    OPPOSE Senate Bill 893 (Cox), which would eliminate funding for county First 5 Commissions, moving all Proposition 10 funds to the State’s California Families and Children’s Commission for children’s health services, as recommended by the Executive Director of First 5 Contra Costa. (All Districts)

 

C.27    SUPPORT Assembly Bill 389 (Salas), which would appropriate $5,000,000 to the Department of Veterans Affairs to fund the activities of county veteran service officers, as recommended by the Contra Costa County Veterans Service Officer. (All Districts)

 

C.28    AMEND the County Legislative Platform to include the California State Association of Counties (CSAC) State Health Care Reform Recommendations as County policy positions, as recommended by the County Administrator. (All Districts)

 

C.29    SUPPORT Assembly Bill 1275 (DeSaulnier), which would authorize a county board of supervisors to authorize an increase in the fees for certified copies of marriage certificates, birth certificates, fetal death records, and death records, up to a maximum of $4 per copy for the purpose of funding governmental oversight and coordination of domestic violence prevention, early intervention, and prosecution efforts in the county, as requested by Assembly Member DeSaulnier. (No effect in Contra Costa County)

 

C.30    SUPPORT Assembly Bill 190 (Bass), which would reduce child welfare worker caseloads by phasing in the SB 2030 optimal standards; SUPPORT Assembly Bill 324 (Beall), which would increase foster parent rates and improve recruitment, retention and support of caregivers; SUPPORT Assembly Bill 340 (Hancock), which would streamline the licensing/approval process for foster parents, relative caregivers, and adoptive parents; SUPPORT Senate Bill 720 (Kuehl), which would enable pregnant and parenting teens to be placed with their babies in foster care; and SUPPORT Senate Bill 776 (Vincent), which would provide the ability to transfer criminal record history, exemptions and subsequent arrest notifications between counties when a caregiver moves, as recommended by the Employment and Human Services Director. (All Districts)

 

C.31    AUTHORIZE the Chair to sign a letter to the Metropolitan Transportation Commission regarding the distribution of transit funds from Proposition 1B and Proposition 42 as recommended by the Transportation, Water and Infrastructure Committee. (All Districts)

C.32    ADOPT Position Adjustment Resolution No. 20295 to add four (4) Account Clerk-Experienced Level positions (represented) and CANCEL four (4) Clerk Senior Level positions (represented) in the Sheriff-Coroner Department. (100% General Fund) (All Districts)

 

Grants & Contracts

APPROVE and AUTHORIZE execution of agreements between the County and the following agencies for receipt of funds and/or services:

 

C.33    AMEND Board action of February 13, 2007 (Item C.38), which authorized the Health Services Director to execute a contract with the John Swett Unified School District, to correct the payment limit from $600 to $800, to provide for the Public Health Department’s Scoliosis Screening Project for 7th and 8th grade students, for the period January 1 through December 31, 2007. (No County match) (District II)

 

C.34    ADOPT Resolution No. 2007/211 approving and authorizing the Health Services Director, or designee, to submit an application to the State of California, Department of Housing and Community Development, and to execute required documents to receive an amount not to exceed $200,000 for the Federal Emergency Shelter Grant Adult Interim Housing Program, for Fiscal Years 2007/08 and 2008/09. (No County match) (All Districts)

 

C.35    APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract with West Contra Costa Unified School District (WCCUSD) to pay the County the amount of $60,000 for the WCCUSD School Health and Support Services Coordinator Project, for the period April 5 through June 30, 2007.  (No County match) (District I)

 

C.36    APPROVE and AUTHORIZE the Health Services Director, or designee, to submit a renewal application to the Department of Health and Human Services and execute a contract to accept Substance Abuse and Mental Health Services Administration (SAMHSA) funding in the amount of $399,736 to provide substance abuse treatment and services for chronically homeless persons participating in the West County Interim Housing Program through June 30, 2011.  (No County match) (All Districts)  

 

C.37    APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract amendment with the State Department of Health Services Office of AIDS, effective July 1, 2006, to increase the payment limit to the County by $349,538 to a new payment limit of $4,113,299 to continue providing additional HIV prevention education services, with no change in the original term from July 1, 2004 through June 30, 2007. (No County match) (All Districts)

 

C.38    APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract amendment with the State Department of Alcohol and Drug Programs, effective July 1, 2006, to reflect an increase in the state, Federal Block Grant, and Federal Drug Medi-Cal funding, in the amount of $99,110 for Fiscal Year 2006/07, to a new payment limit of $11,199,973, with no change in the original term of July 1, 2004 through June 30, 2008. (No additional County match) (All Districts)

 

C.39    APPROVE and AUTHORIZE the Health Services Director, or designee, to execute and transmit an application along with the necessary certifications and assurances to the Employment and Human Services Department, Community Services Bureau, for funding from the Community Services Block Grant Program in an amount not to exceed $20,000 for the operation of the County's Calli House Homeless Youth Shelter Program in Richmond during Fiscal Year 2007/08.  (Federal funds to fulfill 40% match, no additional appropriation needed) (District I)

 

C.40    APPROVE and AUTHORIZE the Librarian to apply for and accept funding in the amount of $2,000 from the Lafayette Community Foundation for the Lamorinda Reads! program for the Lafayette Community Library. (No County match) (District II)

 

C.41    APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract with Bay Alarm Company to accept an amount up to $50,000 in sponsorship proceeds designated for the provision of scholarships, classes, and recruiting for the Law Enforcement Training Center for the period September 1, 2006 through August 31, 2008, with Sheriff’s Charities as the funds intermediary. (All Districts)

 

APPROVE and AUTHORIZE execution of agreements between the County and the following parties as noted for the purchase of equipment and/or services:

 

C.42    APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract amendment with Lisa Broughton, effective April 30, 2007, to extend the term from April 30 through October 31, 2007 and increase the payment limit by $20,000 to a new payment limit of $40,000 to continue providing outreach and education services with regard to the Breast-feeding Support Program. (100% State Department of Health Services - Nutrition Network) (All Districts)

 

C.43    APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract with Anna Hiscox, MFT, in an amount not to exceed $30,000 to provide Medi-Cal Specialty Mental Health Services for the period April 1, 2007 through June 30, 2009. (49% State, 51% Federal Medi-Cal funds) (All Districts)

 

C.44    APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract with Dorothy A. Klein in an amount not to exceed $103,600 to provide consultation and technical assistance with regard to substance abuse and mental health services for California Work Opportunity and Responsibility for Kids (CalWORKs) participants for the period April 1, 2007 through March 31, 2008. (100% State CalWORKs funds) (All Districts)

 

C.45    APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract amendment with Nancy J. Frank, effective February 1, 2007, to increase the payment limit by $24,885 to a new payment limit of $94,920 to provide additional program development services for the implementation of the Mental Health Services Act, with no change in the original term of May 1, 2006 through April 30, 2007. (100% State Proposition 63 funds) (All Districts)

 

C.46    APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract amendment with Contra Costa Crisis Center, effective May 1, 2007, to increase the payment limit by $20,000 to a new payment limit of $128,598 to provide additional services, including providing financial management and oversight of a suicide prevention conference and training session, with no change in the original term of July 1, 2006 through June 30, 2007, and no change in the automatic extension, in an amount not to exceed $54,299. (85% Mental Health Realignment, 6% State Mental Health Services Act, 9% Grant from California Assembly Member Mark DeSaulnier’s office) (All Districts)

 

C.47    APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract amendment with Frank Lee, effective April 30, 2007, to extend the term from April 30 through November 30, 2007 and to increase the payment limit by $50,867 to a new payment limit of $152,602 to continue providing consultation and technical assistance with regard to compliance with state, federal and other regulatory agencies. (Enterprise Funds II and III) (All Districts)

 

C.48    APPROVE and AUTHORIZE the General Services Director to execute contracts with Huntsman Architectural Group, VBN Architects, and Shah Kawasaki Architects, each in the amount of $250,000, to provide as-needed architectural services for various County projects for the period April 17, 2007 through April 17, 2009. (Budgeted, Plant Acquisition) (All Districts)

 

C.49    APPROVE and AUTHORIZE the General Services Director to execute a contract amendment with Theodore Johnson to extend the term from July 31 to December 31, 2007 and increase the payment limit by $50,000 to a new payment limit of $100,000 to provide additional as-needed project management services for capital projects administered by the General Services Department. (Budgeted, Plant Acquisition) (All Districts)

 

C.50    APPROVE and AUTHORIZE the Employment and Human Services Department Director, or designee, to execute a contract with Interaction Associates, Inc., in an amount not to exceed $30,100 to provide strategic planning consultation services to the Director and Executive Team, for the period March 1 through June 30, 2007. (All Districts)

 

C.51    APPROVE and AUTHORIZE the County Administrator, or designee, to execute a contract amendment with George Scott Tandy, effective March 27, 2007, to increase the payment limit by $69,431 to a new payment limit of $175,091 and extend the term from March 31 to September 30, 2007 to continue management consultation services to the Emergency Public Safety Radio System Replacement Project. (100% General Funds) (All Districts)

 

C.52    APPROVE and AUTHORIZE the Chief Information Officer, or designee, to execute a contract amendment with AVD (Advanced Voice and Data) to extend the term from December 31, 2007 to June 30, 2008 and to increase the payment limit by $100,000 to a new payment limit of $175,000 for telecommunications services. (All Districts)

 

C.53    APPROVE and AUTHORIZE the County Administrator, or designee, to execute a contract amendment with Buck Consultants, LLC, effective April 18, 2007, to increase the payment limit by $91,000 to a new payment limit of $150,000 and extend the term from June 30 to December 31, 2007 for continuing consultation and technical assistance on accounting standards for retiree healthcare and other post-employment benefits. (All Districts)

 

C.54    APPROVE and AUTHORIZE the Child Support Services Director, or designee, to execute a contract with Donn C. Hatcher in the amount of $38,560 to provide management training for the Leadership Development Program, on May 22, 29, and 30, 2007. C.55    CONTINUE the emergency action originally taken by the Board of Supervisors on November 16, 1999 regarding the issue of homelessness in Contra Costa County, as recommended by the Health Services Director.  (All Districts)

 

C.56    APPROVE the Notice of Intention to sell real property identified as Assessor’s Parcel No. 095-341-035, located at 2102 Paige Court, as recommended by the Public Works Director, Pittsburg area. (Contra Costa Transportation Authority revenue) (District V)

 

C.57    DECLARE as surplus and authorize the Purchasing Agent, or designee, to dispose of specified equipment no longer needed for public use, as recommended by the General Services Director. (All Districts)

 

C.58    AUTHORIZE the Deputy Director-Redevelopment, or designee, to amend and resubmit the County’s Fiscal Year 2006/07 Community Development Block Grant (CDBG) Action Plan and execute required legal documents to provide $1,184,000 in Fiscal Year 2006/07 CDBG Housing Development Assistance Funds to American Baptist Homes of the West, a California nonprofit public benefit corporation, for the Valley Vista senior affordable housing project in San Ramon; and ADOPT related California Environmental Quality Act findings.  The Board meets in all its capacities pursuant to Ordinance Code Section 24-2.402, including as the Housing Authority and the Redevelopment Agency.  Persons who wish to address the Board should complete the form provided for that purpose and furnish a copy of any written statement to the Clerk.

 

All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be enacted by one motion. There will be no separate discussion of these items unless requested by a member of the Board or a member of the public prior to the time the Board votes on the motion to adopt.

 

Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair calls for comments from those persons who are in support thereof or in opposition thereto.  After persons have spoken, the hearing is closed and the matter is subject to discussion and action by the Board.
