SD.2    CONSIDER any Consent Items previously removed.

 

SD.3    CONSIDER approving and authorizing the Employment and Human Services Director, or designee, to implement a one-year pilot program for fee-for-service child care to begin services in Bay Point with possible expansion to other areas of the County, at the prevailing childcare rates of up to $35 per day per child not to exceed a pilot program total of $50,000.  (Joe Valentine, Employment and Human Services Director) (All Districts)

APPROVED and AUTHORIZED the Employment and Human Services Director, to implement a one-year pilot program for fee-for-service child care to begin services in Bay Point with possible expansion to other areas of the County, at the prevailing childcare rates of up to $35 a day per child not to exceed a pilot program total of $50,000; and REQUESTED Family and Human Services Committee to report to the Board in 6 months the progress of the pilot program, and to consider in their review childcare for the County’s employees.

 

SD.4    HEARING on the appeal of the Notice and Order to abate a public nuisance on the real property located at 148 Springside Road, Walnut Creek area (Barbara Dunn, Owner). (Tim Honea, Building Inspection Department) (District II)

OPENED and CLOSED the public hearing; FOUND the facts set forth are true; AFFIRMED the County Abatement Officer’s determination in the Notice and Order to Abate the public nuisance on the real property located at 148 Springside Road, Walnut Creek; ORDERED the property owner to abate the public nuisance within 30 days of the mailing of the Board’s decision; DIRECTED the County Abatement Officer to remove the salvaged materials, if the property owner does not comply with the Board’s order to abate the public nuisance; and DIRECTED the County Abatement Officer to send the Board’s decision by first class mail to the property owner and to each party appearing at this hearing.

 

SD.5    HEARING on the appeal of the Notice and Order to abate a public nuisance on the real property located at 521 Market Street, Richmond area (Floyd Nicks and Louise Ellis, Owners). (Vincent Caballero, Building Inspection Department) (District I)

CLOSED the public hearing; FOUND the facts set forth are true; AFFIRMED the County Abatement Officer’s determination in the Notice and Order to Abate the public nuisance; ORDERED the property owner to abate the public nuisance within 30 days or OBTAIN a demolition permit and remove the entire substandard structure from the property within 30 days of the mailing of the Board’s decision.

 

SD.6    CONSIDER authorizing the General Services Director, or designee, to submit an application for a loan in the amount of $180,000 available through the California Energy Commission for lighting retrofits on eight County buildings and to execute the loan application if approved. D.1(A) CONSIDER adopting the Delta Vision and Statement of Principles document prepared by the Contra Costa Council, as recommended by the Transportation, Water and Infrastructure Committee.  (Supervisor Uilkema) (Districts III and V)

ADOPTED the Contra Costa Council's Vision and Principles with a direction to add that the Board intends to undertake future discussions to develop positions on the following:  1) impacts of climate change; 2) surface storage; and 3) the impact of delta flows on habitat.

 

(B) CONSIDER adopting County positions on water-related topics associated with the Governor’s Delta Vision Process to create a sustainable management plan for the delta, as recommended by the Transportation, Water, and Infrastructure Committee. (Supervisor Uilkema) (All Districts)

ADOPTED comments and positions on the Delta Vision issue, as recommended by the Transportation, Water, and Infrastructure Committee; AUTHORIZED the Chair to sign a letter to the Governor’s Blue Ribbon Task Force outlining the Board’s comments and positions; and DIRECTED Water Agency Staff to continue to work closely with strategic partners.

C.38    APPROVE and AUTHORIZE the Health Services Director, or designee to execute a contract with City of Pinole in an amount not to exceed $30,000 for the Pinole Fire Department to provide First Responder Paramedic Program services in the City of Pinole for the period July 1, 2007 through June 30, 2008, including mutual indemnification to hold harmless both parties for any claims arising out of the performance of this contract. C.39    APPROVE and AUTHORIZE the Health Services Director, or designee to execute a contract with Rodeo-Hercules Fire Protection District in an amount not to exceed $60,000 to provide First Responder Paramedic Program services in the cities of Rodeo and Hercules for the period July 1, 2007 through June 30, 2008, including mutual indemnification to hold harmless both parties for any claims arising out of the performance of this contract. C.40    APPROVE and AUTHORIZE the Health Services Director, or designee to execute a contract with Anka Behavioral Health, Inc., in an amount not to exceed $239,135 to provide outpatient Medi-Cal drug treatment services for dually-diagnosed clients for the period July 1, 2007 through June 30, 2008. (39% Federal Drug Medi-Cal, 39% State Drug Medi-Cal, 7% Proposition 36, 14% Prop 36 Offender Treatment Program funds)  (All Districts)

 

C.41    APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract with Early Childhood Mental Health Program in an amount not to exceed $436,258 to provide wrap-around, day treatment, and mental health services for high risk, emotionally disturbed children, for the period July 1, 2007 through June 30, 2008. (30% Medi-Cal, 30% Early and Periodic, Screening, Diagnostic and Treatment, 40% Proposition 10 funds)  (Districts I and II)

 

C.42    APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract with Contra Costa Association for Retarded Citizens, Inc., in an amount not to exceed $421,489 to provide wrap-around, day treatment, and mental health services for high risk, delayed, or emotionally disturbed children at the Lynn Center, for the period July 1, 2007 through June 30, 2008. (29% Medi-Cal, 29% Early and Periodic, Screening, Diagnostic and Treatment, 42% Proposition 10 funds)  (All Districts)

 

C.43    APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a novation contract with Utah Youth Village in an amount not to exceed $226,081 to provide day treatment and mental health services for mentally or emotionally disturbed children for the period July 1, 2007 through June 30, 2008, with a six-month automatic extension through December 31, 2008 in an amount not to exceed $113,040. (100% Individuals with Disabilities Education Act funds) (All Districts)

 

C.44    RATIFY purchase of services from Lincoln Child Center, Inc., for the period April 1 through June 30, 2007 and AUTHORIZE the Auditor-Controller to pay $25,191 outstanding balance for day treatment services for seriously emotionally disturbed youth. C.45    APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract with The Center for Common Concerns, Inc. (dba HomeBase), in an amount not to exceed $139,000 to provide consultation and technical assistance with regard to the Continuum of Care planning and resource development for the period October 1, 2007 through September 30, 2008. C.46    APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract with Anka Behavioral Health, Inc., in an amount not to exceed $71,731 to provide support services for Contra Costa County Health, Housing and Integrated Services Network clients for the period October 1, 2007 through June 30, 2008. (100% Federal McKinney-Vento Grant funds)  (All Districts)

 

C.47    APPROVE and AUTHORIZE the Health Services Director, or designee to execute a contract with Anka Behavioral Health, Inc., in an amount not to exceed $353,756 to provide housing assistance services for County’s Homeless Program for the period October 1, 2007 through June 30, 2008. C.48    APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract with Greater Richmond Inter-Faith Program in an amount not to exceed $974,818 to provide emergency shelter program services for youth for the period October 1, 2007 through September 30, 2008. (38% Federal Department of Health and Human Services, 40% State Mental Health Services Act, 21% Contra Costa Employment and Human Services Department, 1% Target Corporation grant)  (All Districts)

 

C.49    APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract amendment with KGI, Inc. (dba Key Temps), effective July 1, 2007, to increase the payment limit by $60,000 to a new payment limit of $120,000 to provide additional temporary registered dental assistants at the Contra Costa Regional Medical and Health Centers, with no change in the original term of January 1 through December 31, 2007. (Enterprise Fund I)  (All Districts)

 

C.50    APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract amendment with Lee Shratter, M.D., effective September 1, 2007, to increase the payment limit by $25,000 to a new payment limit of $325,000 to provide additional radiology services at the Contra Costa Regional Medical and Health Centers, with no change in the original term of January 1, 2005 through December 31, 2007. C.51    APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract amendment with Frank Flores, M.D., effective September 1, 2007, to decrease the payment limit by $50,000 to a new payment limit of $350,000 to provide fewer anesthesiology services at the Contra Costa Regional Medical and Health Centers, with no change in the original term of February 1, 2006 through January 31, 2009. C.52    APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract with Contra Costa Regional Health Foundation in an amount not to exceed $50,000 to provide technical assistance to the Contra Costa Regional Medical and Health Centers with regard to the Healthcare Interpreter Network System for the period July 1, 2007 through June 30, 2008. C.53    APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract with Paul Reif, M.D., in an amount not to exceed $700,000 for gastroenterology services at the Contra Costa Regional Medical and Health Centers for the period July 1, 2007 through June 30, 2010. (100% Enterprise Fund I) (All Districts)

 

C.54    APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract amendment with Stephen D. Weiss, M.D., effective June 15, 2007, to increase the payment limit by $355,000 to a new payment limit of $1,300,000 to provide additional general surgery services at the Contra Costa Regional Medical and Health Centers with no change in the original term of January 1, 2007 through December 31, 2009. (Enterprise Fund I) (All Districts)

 

C.55    APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract with Thomas J. McDonald, M.D., in an amount not to exceed $1,032,500 for ophthalmology services at the Contra Costa Regional Medical and Health Centers for the period June 1, 2007 through May 31, 2010. (100% Enterprise Fund I) (All Districts)

 

C.56    APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract with Gupta Etwaru, M.D., in an amount not to exceed $1,042,500 for ophthalmology services at the Contra Costa Regional Medical and Health Centers for the period June 1, 2007 through May 31, 2010. (100% Enterprise Fund I) (All Districts)

 

C.57    APPROVE and AUTHORIZE the General Services Director, or designee, to execute a contract amendment with ISES Corporation to increase the payment limit by $20,000 to a new payment limit of $400,000 to provide additional consulting services for the condition assessment of various county buildings. (General Fund, budgeted) (All Districts)

 

C.58    APPROVE and AUTHORIZE the Building Inspection Director, or designee, to execute a contract amendment with L.R. Hines to increase the payment limit by $60,000 to a new payment limit of $130,000 for additional digital image management software upgrade and maintenance services and the purchase of additional user licenses, with no change in the original term of November 1, 2003 through October 30, 2010. (100% Permit fees) (All Districts)

 

C.59    APPROVE and AUTHORIZE the Risk Manager to execute a contract with Environmental and Occupational Risk Management, Inc., in an amount not to exceed $386,000 to provide professional on-site environmental health and safety consulting services for the period July 1, 2007 through June 30, 2008. (63% Workers Compensation Trust Fund, 37% User Departments) (All Districts)

 

C.60    APPROVE and AUTHORIZE the Contra Costa County Librarian, or designee, to execute a contract with Unique Management Services, Inc., in an amount not to exceed $50,000 to provide material recovery services for overdue library materials for the period July 1, 2007 through June 30, 2008. C.61    APPROVE and AUTHORIZE Supervisor Bonilla, or designee, to execute a contract amendment with Fran Kelly, effective July 2, 2007, to increase the payment limit by $2,391 to a new payment limit of $27,238 for constituent services for the District IV Supervisor’s Office. (District IV)

C.62    APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to issue a Request for Proposals in an amount not to exceed $600,000 for telephone-based and in-person interpreter and document translation services for the period April 1, 2008 through March 31, 2009.  (40% Federal, 40% State, 20% County General Fund) (All Districts)

 

C.63    AUTHORIZE the Chair, Board of Supervisors, to sign a County Subvention Program Certificate of Compliance and a Medi-Cal Cost Avoidance Program Agreement as required by the California Department of Veterans Affairs, as recommended by the County Veterans Services Officer.  (Positive impact to the General Fund) (All Districts)

 

C.64    APPROVE AND AUTHORIZE the Health Services Director, or designee, to execute seven hold-harmless agreements indemnifying West Contra Costa Unified School District for public health services provided at School District facilities, for the period August 1, 2007 through June 30, 2008. (No County cost)  (District I)

 

C.65    APPROVE the Community Medical Providers as approved by the Contra Costa Health Plan’s Credentialing Committee at the August 21, 2007 meeting, as recommended by the Health Services Director.  (All Districts)

 

C.66    APPROVE and AUTHORIZE the Purchasing Agent, or designee, to purchase three mobile medical clinic vehicles totaling $1,050,000 for the Health Services Department, to be paid for with Federally Qualified Health Center funds, as recommended by the General Services Director. (All Districts)

 

C.67    ADOPT Resolution No. 2007/461 authorizing a Second Amendment to Master Pledge and Assignment in connection with the County’s prior issuance of $11.8 million multi-family housing revenue bonds for the acquisition and rehabilitation of the Lakeside Apartments, Concord area, as recommended by the Community Development Director. (No net fiscal impact) (District IV)

 

C.68    ADOPT Resolution No. 2007/464 authorizing, on behalf of Byron Unified School District, the sale and issuance of General Obligation Bonds, Election of 2006, Series 2007B, in a principal amount not to exceed $4,800,000, as recommended by the County Administrator. (All Districts)

C.69    AUTHORIZE the Redevelopment Agency Director to submit the Palecek Furniture Imports, Inc., Project in North Richmond for the California Redevelopment Association 2008 Awards of Excellence Program, as recommended by the Executive Director. (District I)

The Board meets in all its capacities pursuant to Ordinance Code Section 24-2.402, including as the Housing Authority and the Redevelopment Agency.  Persons who wish to address the Board should complete the form provided for that purpose and furnish a copy of any written statement to the Clerk.

 All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be enacted by one motion. There will be no separate discussion of these items unless requested by a member of the Board or a member of the public prior to the time the Board votes on the motion to adopt.

 Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair calls for comments from those persons who are in support thereof or in opposition thereto.  After persons have spoken, the hearing is closed and the matter is subject to discussion and action by the Board.
