SD.14 HEARING to consider amending the itemized Professional and Services Rates for the Contra Costa County

CLOSED the public hearing; ADOPTED Resolution No. 2001/59 amending the itemized professional and service rates for Contra Costa County Health Services, (Hazardous Materials Programs) effective February 1, 2001.

ACCEPTED the report and recommendations from the County Administrator on the second quarter status of the County Budget; and REFERRED the issue of monitoring pharmaceutical costs to the Finance Committee.

 

D.2 HEARING on the developer's compliance with the Conditions of Approval with respect to Subdivision 7693,
       Wingset Place, Alamo area. (Bob Drake, Community Development Department) (Continued from January 16,
       2001)

CONTINUED to February 27, 2001, at 10:00 a.m., the hearing on the developer's compliance with the Conditions of Approval with respect to Subdivision 7693, Wingset Place, Alamo area.

D.3 HEARING on the appeal by Michael Bauman, (Permitee and Owner) Bauman Landscape, from the decision of
       the Contra Costa County Planning Commission to revoke an Administrative Use Permit for a contractor yard
       (#NR 95-0020), for violations of requirements of the code relating to the premises and authorized activities.
       The site is located at the northwest corner of Brookside Drive and Third Street (115 Brookside Drive), North
       Richmond area.   (Maureen Toms, Community Development Department)

       CCC Planning Commission, acting as the Board of Appeals, on the appeal by Lucy Armentrout-Ma from the
       decision of the Zoning Administrator on the request by Bart Jones (Applicant) and Catherine Buchanan
       (Owner) for a small lot review to construct a half story addition to an existing residence located at 233
       Amherst Avenue, Kensington area.  (DP 993038). (Catherine Kutsuris, Community Development Department)

CLOSED the public hearing; GRANTED the appeals of Lucy Armentrout-Ma and Mary Coombs on the request by Bart Jones (Applicant) and Catherine Buchanan (Owner) for a small lot review to construct a one-half story addition to an existing residence located at 233 Amherst Avenue, Kensington area; APPROVED the project as modified; ACCEPTED the determination that the project is exempt from the California Environmental Quality Act (CEQA) (Section 15301 – Class 1c); ADOPTED the findings as modified; and DIRECTED the staff to file a Notice of Exemption with the County Clerk.   (County File #DP 99-3038). Road and Transportation
C.1   APPROVE the agreement with the City of Walnut Creek for the City to maintain and operate the traffic signal and lights on Treat Boulevard at its intersections with Buskirk Avenue and Northbound I-680 off-ramp, Oak Road, Jones Road, and Cherry Lane and at the intersection of Oak Road and Jones Road, Walnut Creek area.

Appointments & Resignations

C.2 ACCEPT the resignation of James Wallace from the Contra Costa County Aviation Advisory Committee, DECLARE a vacancy and DIRECT the Clerk of the Board to apply the Board's policy for filling a vacancy.

Honors & Proclamations

C.3  ADOPT resolution honoring Pete Giers as Orinda Citizen of the Year 2001, as recommended by Supervisor Uilkema.

C.4  ADOPT resolution honoring Kathleen Dorosz for her many years of dedicated public service, as recommended by Supervisor Gioia.

C.5  ADOPT resolution declaring February, 2001 as Black History Month in Contra Costa County and February 24, 2001 as Black Families Association of Central Contra Costa County Day in honor of the Association's 14th Annual Scholarship Fund Raiser, as recommended by Supervisor Uilkema.

C.6  ADOPT resolution supporting the action taken by the California Association of Counties regarding Energy Conservation, as recommended by Supervisor Uilkema.

C.7  ADOPT a resolution honoring James and Barbara Knuppe as Moraga 2000 Businesspersons of the year, as recommended by Supervisor Uilkema.

Contracts & Grants

APPROVE and AUTHORIZE execution of agreements between the County and the following parties as noted for the purchase of equipment and/or services:

C.8  APPROVE and AUTHORIZE the County Counsel to execute a contract with Diane A. Baker to
provide professional legal services to be paid in accordance with a specified fee schedule through
December 31, 2001.

C.9  APPROVE Finance Committee recommendation to amend the Keller Canyon Landfill Mitigation
Plan and to authorize Supervisor Glover to execute a contract with Anthony Donato in the amount
of $50,000 to facilitate economic development and transportation improvement efforts in East County.

C.10 APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract agreement with the City of El Cerrito in an amount not to exceed $30,000 annually, for First Responder Fire Paramedic services within the City of El Cerrito and the Kensington Fire Protection District through October 31, 2002; and to execute an amendment with Regional Ambulance, Inc. (dba American Medical Response) to decrease the annual subsidy by $30,000 annually and reduce their ambulance response requirement in the area covered by the Kensington Fire Protection District.

C.11 As the Board of Supervisors and the Governing Board of the Redevelopment Agency, ADOPT resolution approving an application for funding and execution of a Grant Agreement for the State's Job/Housing Balance Improvement Program relating to economic development in the Bay Point area. (see item C.14)

Other Actions

C.12 AUTHORIZE the Chair, Board of Supervisors to sign letters to legislators and other relevant parties requesting FY 2001 federal funding for ship channel navigation (dredging and disposal) and creek (flood control and creek restoration) projects, as recommended by the Transportation, Water and Infrastructure Committee.

Redevelopment Agency
C.13 ACCEPT the FY 2000 Audited Financial Statements of the Redevelopment Agency prepared by Macias, Gini, and Company.

C.14 As the Board of Supervisors and the Governing Board of the Redevelopment Agency, ADOPT resolution approving an application for funding and execution of a Grant Agreement for the State's Job/Housing Balance Improvement Program relating to economic development in the Bay Point area. (See item C.11)
 
 

GENERAL INFORMATION



The Board meets in all its capacities pursuant to Ordinance Code Section 24-2.402, including as the Housing Authority and the Redevelopment Agency.  Persons who wish to address the Board should complete the form provided for that purpose and furnish a copy of any written statement to the Clerk.

All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be enacted by one motion.  There will be no separate discussion of these items unless requested by a member of the Board or a member of the public prior to the time the Board votes on the motion to adopt.

Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair calls for comments from those persons who are in support thereof or in opposition thereto.  After persons have spoken, the hearing is closed and the matter is subject to discussion and action by the Board.

Requests for reconsideration of a land use (planning) decision must be submitted in writing to the Clerk of the Board of Supervisors within 10 days of the Board's decision, and must identify the new information which was not before the Board of Supervisors when the decision was made.

The County will provide reasonable accommodations for disabled individuals planning to attend Board meetings who contact the Clerk of the Board at (925) 335-1900; TDD (925) 335-1915.  An assistive listening device is available from the Clerk, Room 106.
