SD.2 HEARING on proposal to enter into an Energy Service Contract with Syserco, Inc. in an amount not to exceed $1,700,000 to purchase and install energy efficient heating, ventilation and air conditioning control systems at various County facilities. (Bart Gilbert, General Services Director)

APPROVED and AUTHORIZED the General Services Director, or designee, to enter into an energy service contract with Syserco, Inc. to install energy control systems at nine locations in Contra Costa County for an estimated 700,000 kWh reduction in energy demand, resulting in an annual savings of $199,000.

ADOPTED response to Grand Jury Report No. 0103 "Health Services Department Financial Management Performance"; and DIRECTED the County Administrator and Health Services Director to provide opportunities to meet with the Grand Jury for future discussions.

D.3 CONSIDER directing the County Administrator to prepare a Request for Proposals to secure the services of a qualified independent firm or firms to conduct a management audit of the Health Services Department. (Supervisors DeSaulnier and Uilkema)

D.4 CONSIDER County participation in the development of a Habitat Conservation Plan for Eastern Contra Costa County. (John Kopchik, Community Development Department)

AUTHORIZED the County Administrator, or designee, to execute an agreement with the Cities of Antioch, Brentwood, Clayton, Oakley, and Pittsburg, the Contra Costa Water District, and the East Bay Regional Park District for the preparation of a Draft Habitat Conservation Plan (HCP) for eastern Contra Costa County; DECLARED support for the modified set of Principles of Participation (as compiled by staff with the integrated comments of Save Mount Diablo/Greenbelt Alliance and the Contra Costa County Citizens Land Alliance with the Principles prepared by the Contra Costa Council); APPOINTED Supervisors Gerber and Glover to the Executive Governing Committee of the Joint Powers Authority established to oversee development of the HCP, Committee Member/Alternate status to be determined; DIRECTED the Community Development Director or designee provide the Board with a progress report on HCP development at a minimum of six month intervals; and DECLARED that the authorization to execute the aforesaid agreement for the preparation of a Draft HCP is contingent upon the Board's representatives to the Executive Governing Committee being allowed participation in selecting a consultant to prepare the East County HCP.

GENERAL INFORMATION  

The Board meets in all its capacities pursuant to Ordinance Code Section 24-2.402, including as the Housing Authority and the Redevelopment Agency. Persons who wish to address the Board should complete the form provided for that purpose and furnish a copy of any written statement to the Clerk.

All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be enacted by one motion. There will be no separate discussion of these items unless requested by a member of the Board or a member of the public prior to the time the Board votes on the motion to adopt.

Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair calls for comments from those persons who are in support thereof or in opposition thereto. After persons have spoken, the hearing is closed and the matter is subject to discussion and action by the Board.

Requests for reconsideration of a land use (planning) decision must be submitted in writing to the Clerk of the Board of Supervisors within 10 days of the Board's decision, and must identify the new information which was not before the Board of Supervisors when the decision was made.

C.1 AWARD a contract to the lowest responsible bidder, Redgwick Construction Company, who has also met the requirements of the County’s Outreach Program, in the amount of $851,525 for the North Broadway Area Infrastructure Project, Bay Point area. (Contra Costa County Redevelopment Agency)

C.2 APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with Berryman and Henigar, Inc., in the amount of $35,000 to provide construction management services for the 2001 Asphalt Rubber Cape Seal Project at various County locations, through December 31, 2001. (State Traffic Congestion Funds)

C.3 APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with Vali Cooper & Associates, Inc., in the amount of $150,000 to provide construction management services for the 2001 RAC Overlay – Federal Funded Project at various County locations, through December 31, 2001. C.4 APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with Vali Cooper & Associates, Inc., in the amount of $75,000, to provide construction management services for the N. C.5 APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with Vali Cooper & Associates, Inc., in the amount of $35,000 to provide construction management services for the Withers Avenue Headwall Repair Project, Pleasant Hill area, through December 31, 2001.
