HA.1      APPROVE and AUTHORIZE the Housing Authority Executive Director to execute a one-year lease renewal, effective July 1, 2006, with Contra Costa County for the County’s use of the premises at 94A Medanos Avenue, Bay Point area, at a monthly rate of $520 to operate a Head Start Program.  (Revenue accrues to the Housing Authority Public Housing Fund) (District V) (See C.104)

D.1      CONSIDER approving recommendations and ADOPTING Resolution No. 2006/395 to improve consistency in the composition, powers, and operations of the County’s municipal advisory councils. (Supervisors Piepho and Glover) (All Districts)

APPROVED preliminary recommendations to improve consistency in the composition, powers, and operations of the County’s municipal advisory councils; ADOPTED Resolution No. 2006/395 declaring that effective July 1, 2006:  (A) All County municipal advisory council members shall be selected and appointed by the Board of Supervisors upon nomination by the District Supervisor who represents the unincorporated area served by the council. All existing mac incumbents serve for the remainder of their current terms of office. When an incumbent’s term is completed, the vacancy shall be filed by appointment; (B) For each mac, a quorum shall be a majority of the total number of authorized positions on the council, not a majority of the total number of filled positions, A mac may only take action by a majority vote of the total number of authorized persons, not by a majority vote of the quorum. Closed Session

APPROVE and AUTHORIZE execution of agreements between the County and the following agencies for receipt of funds and/or services:

 

C.35       APPROVE and AUTHORIZE the Health Services Director, or designee to execute a contract with the West Contra Costa Unified School District to pay County an amount not to exceed $255,000 to provide professional mental health services to special education students and their families for the period from July 1, 2006 through June 30, 2007.  (Budgeted, 100% West Contra Costa Unified School District) (Districts I and II)

 

C.36       APPROVE and AUTHORIZE the Health Services Director, or designee to execute a contract amendment with the California Department of Mental Health, effective June 1, 2006, to increase the payment limit by $904 to a new payment limit of $2,455,526, for continuing managed mental health care services for Medi-Cal eligible residents of the County, with no change in the term of July 1, 2005 through June 30, 2006. (No County match)  (All Districts)

 

C.37    APPROVE and AUTHORIZE the Interim Employment and Human Services Director, or designee, to execute a contract with the California Department of Aging to pay the County the amount of $256,711 to provide Health Insurance Counseling and Advocacy Program services for the period July 1, 2006 through June 30, 2007.  (Budgeted, No net County costs)  (All Districts) 

 

C.38    APPROVE and AUTHORIZE the Interim Employment and Human Services Director, or designee, to apply for and execute a contract to accept grant funds from the Zellerbach Family Foundation in the amount of $150,000 for the Shared Family Care for Young Mothers in Foster Care Project for the period June 2006 through June 2008.  (Budgeted,  No County match)  (All Districts) 

 

C.39       ADOPT Position Adjustment Resolution No. 2006/408 approving and authorizing the District Attorney to submit an application and execute a grant award agreement, and any extensions or amendments thereof pursuant to State guidelines, with the State Department of Justice for funding of the Spousal Abuser Prosecution Program in the amount of $114,040 for the period July 1, 2006 through June 30, 2007, and indemnify the State and the Department of Justice for any claims arising out of performance of the grant contract. C.40    APPROVE and AUTHORIZE the Community Services Director, or designee, to execute a contract with the Contra Costa Community College District for reimbursement in the amount of $8,767 for pre-kindergarten programs and/or service areas for the period January 1 through June 30, 2006. C.41    APPROVE and AUTHORIZE the Community Development Director, or designee, to submit an application for federal assistance to the U.S. Bureau of Reclamation in the amount of $991,631 to assist with land conservation actions by the East Bay Regional Park District consistent with the Draft East Contra Costa County Habitat Conservation Plan/Natural Community Conservation Plan (hcp); DECLARE the intent of the Board of Supervisors to transfer responsibility for administering this grant to the joint exercise of powers authority that would implement the hcp if this authority makes such a request in the event it is formed. (No Net County cost) (All Districts)

 

APPROVE and AUTHORIZE execution of agreements between the County and the following parties as noted for the purchase of equipment and/or services:

 

C.42    APPROVE and AUTHORIZE the Interim Employment and Human Services Director, or designee, to execute a contract with Bay Area Vital Link, Inc., in an amount not to exceed $85,000 to provide communication device services under the Multi-purpose Senior Services Program (mssp) for the period July 1, 2006 through June 30, 2008. C.43    APPROVE and AUTHORIZE the Interim Employment and Human Services Director, or designee, to execute a contract with Community Violence Solutions in an amount not to exceed $110,000 for the operation of the Children’s Interview Center for the period July 1, 2006 through June 30, 2007. C.47    APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract with stand! Against Domestic Violence in an amount not to exceed $186,470 to provide shelter services for battered women and their children for the period July 1, 2006 through June 30, 2007. (Budgeted: 51% General Fund, 49% Marriage License and fees) (All Districts)

 

C.48       APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a Contract with Community Violence Solutions in an amount not to exceed $88,565, to provide crisis intervention and in-person advocacy services for the period July 1, 2006 through June 30, 2007. C.49       APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract with System Technology Associates, Inc., in an amount not to exceed $90,000 to provide professional consultation, technical support, and design services for the Department’s information systems projects for the period June 1, 2006 through May 31, 2007.  (Budgeted, 14.1% General Fund, 85.9% Patient/Third Party revenues) (All Districts)

Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair calls for comments from those persons who are in support thereof or in opposition thereto.  After persons have spoken, the hearing is closed and the matter is subject to discussion and action by the Board.

Requests for reconsideration of a land use (planning) decision must be submitted in writing to the Clerk of the Board of Supervisors within 10 days of the Board's decision, and must identify the new information which was not before the Board of Supervisors when the decision was made.

 

The County will provide reasonable accommodations for persons with disabilities planning to attend Board meetings who contact the Clerk of the Board at least 24 hours before the meeting, at (925) 335-1900; TDD (925) 335-1915.  An assistive listening device is available from the Clerk, Room 106.

 

Copies of taped recordings of all or portions of a Board meeting may be purchased from the Clerk of the Board.  Please telephone the Office of the Clerk of the Board, (925) 335-1900, to make the necessary arrangements.

 

Forms are available to anyone desiring to submit an inspirational thought nomination for inclusion on the Board Agenda. Forms may be obtained at the Office of the County Administrator or Office of the Clerk of the Board, 651 Pine Street, Martinez, California.
