Mitigation Fee - Purpose & Process for Joint Administration by City/County
The Waste & Recovery Mitigation Fee was approved by the City of Richmond and Contra Costa County and imposed as use permit conditions of approval. This fee requirement originated in Mitigation Measure 4-5 of the 2003 Environmental Impact Report (EIR), as a means of mitigating potential impacts on North Richmond from the proposed expansion of waste processing and resource recovery operations located at the foot of Parr Boulevard in North Richmond. Mitigation Measure 4-5 specifically called for establishment of a Mitigation Fee to defray annual costs associated with collection and disposal of illegally dumped waste and associated impacts in North Richmond and adjacent areas, subject to the joint-control of the City and County.
The North Richmond Waste & Recovery Mitigation Fee Joint Expenditure Planning Committee (NRMFC) was formed by the City and County for the specific purpose of preparing recommended two year Expenditure Plans. The purpose of these Expenditure Plans is to provide the City and County with a means of jointly administering this funding for the benefit of unincorporated and incorporated North Richmond (Map of Funding Area*). Each Expenditure Plan is subject to final approval of the Richmond City Council and the Contra Costa County Board of Supervisors.
