Navy Mitigation Fund – Port Chicago Highway Closure

The Board of Supervisors on June 17 adopted an updated Navy Mitigation Fund Expenditure Plan.

The plan outlines how the County will use funds that were received from the U.S. Navy when we closed Port Chicago Highway through the Concord Naval Weapons Station at the Navy’s request in 1994.

The Navy gave the County $5 million to help finance new transportation improvements and waterfront access between Bay Point, Clyde and Concord to offset the loss of Port Chicago Highway . About $1 million of the fund was spent over the years. With interest, the remaining funds had grown to about $8.6 million by Spring 2008.

The new expenditure plan will allocate the funds to a variety of commuter traffic improvements, pedestrian and bicycle access and safety improvements, and trail projects.

The plan was developed jointly by the Development of Conservation and Development and the Public Works Department in coordination with the District 4 and District 5 Supervisors’ Offices.
