The four main areas of County importance that are of particular interest to me are:

PUBLIC FINANCE

bulletFiscal responsibility is fundamental to good government. We must assure that every tax dollar is spent wisely in order to maximize the quality and quantity of services delivered.
bulletAs a community we need to support all responsible efforts to persuade the California State government to return a greater share of our property tax dollars back to this county for local needs.
bulletUnfunded mandates imposed by Sacramento should be rejected! The State needs to pay its own way on state mandated programs. Over $115 million has been 'retained' by the State of California in the past year.
bulletSpecial service districts, such as Fire Districts, need to have a level of funding necessary to provide services at an acceptable level as well as the ability to invest in capital equipment.

Return of Property Taxes

Millions of our Contra Costa property tax dollars which should be returned to local government has been retained by the state.  Property taxes have traditionally been returned to local agencies to provide local services such as roads, libraries and police. Over $115 million has been 'retained' by the State of California in the past year.

As our county's former representative to the California State Association of Counties (CSAC) Board of Directors,  I worked at the state level to stop this financial drain.  I believe that the taxpayers of each county should have a say on the use of their property taxes for general state obligations at the expense of local government.  A ballot measure is the only way where the people can express their opinion as well as amend the State Constitution to prevent the further diversion of your property tax dollars from providing local services.  Once our current fiscal crises has passed, I will continue to work for a statewide ballot measure on this issue.

EMERGENCY pLANNING

Good  communications are at the heart of emergency response. Currently I serve on the Board of Directors of the Bay Area Regional Interoperable Communication System to develop an effective and workable system for use of fire and police personnel response. I have also advocated for a countywide emergency plan and will continue to work on this issue until a final plan is adopted. I believe that our citizens rely on government for services that individuals cannot provide for themselves - one of the most serious of responsibilities of government is the need to provide emergency response services for catastrophic events whether they are large or small. A good communication system is integral to the public safety net.

PUBLIC SAFETY

bulletPolice and fire services must be a top priority.
bulletIndustrial safety laws should promote safety measures in plants and encourage proper maintenance.
bulletI support the use of paramedics in our fire departments and know that our people want quick, professional response when they are in need of emergency medical care.
bulletOne of the key tools for police personnel is the ability to identify those persons who may be possible perpetuators of crime and public danger. I have worked for years on the development of a fingerprint ID system through my work with the Regional Access Network (RAN Board) - a joint operation between Alameda and Contra Costa County that provides a beat officer the ability to identify a suspicious person by use of a  portable and mobile fingerprint ID device. The system is ready for rollout and is strongly supported by our police agencies. A person my be checked for outstanding warrants by a deputy from the field. Other possible danger signs when apprehending a potential suspect will be transmitted to the officer in the field in order to assure that the suspect is not released and is taken into custody, if necessary. We have all heard stories of a potentially dangerous suspect being apprehended by an officer and being freed because identification could not be made. With the new Mobile ID, the suspect would be immediately apprehended. I support this system and look at it as a valuable tool for public safety.
