Contra Costa County Resident Wins National Award |

During the past year, the National Head Start Association
sponsored a nation-wide competition to honor a Head Start parent
who best demonstrated how his/her life was helped by the Head
Start program.
Marianne
Rowen (center) won the "NHSA 2002 Beating the odds"
award in December 2002. She is the first Californian to win this
prestigious award, and we're so proud that she's from Contra Costa
County's Head Start program. She served as Head Start Policy Council
Chairperson 1999-2001.
As a single parent, she says she benefited as much,
if not more, than her daughter. Today, she is a successful optician.

Costa County's Community Services Department and Vice-President
of Region IX Head Start Association, and Dr. Pat Stroh, Program
Services Director of Contra Costa County's Community Services
Department and President of California Head Start Association.

HEAD START OFFICERS ELECTED

The
newly elected Policy Council Officers for the Oct. 2002 - Sept.
2003 term did a wonderful job at their first official group meeting
on October 17 in Concord. New, or re-elected, site representatives
were also in attendance.
Chairperson Jennifer Babbini is wearing a
"necklace" of paper clips, which Policy Council members
linked together, to represent teamwork for the coming year.

GROUNDBREAKING CEREMONY A BIG SUCCESS!

On
Monday, August 26, 2002, Contra Costa County's Community Services
Department hosted the official Groundbreaking ceremony for a new
Child Development/Head Start Center in Richmond, CA. About a hundred
and fifty people attended, including Mayor Irma Anderson of Richmond,
members of the Board of Supervisors, members of the State and
Federal Congress, staff, neighbors, parents, and many others.
Distinguished speakers included:

Ruth Powers - Retired Teacher and Namesake of the current

Info:
For over four years, Tony Colón, Community Services
Director and Dr. Pat Stroh, Family & Children's Services Director,
have wanted to expand the Maritime and Powers Child Development/Head
Start Centers in Richmond with a new state-of-the-art facility.
An opportunity to obtain additional federal Head Start funds came
in 2000. The Community Services Department staff worked quickly
and diligently with the Board of Supervisors, the County Administrator's
Office and the General Services Department, to work on the grant
application, which needed to include blueprints and estimated
costs, and, all in a very short time-frame!
They succeeded in acquiring the additional federal
funds to replace both centers with a brand new center. The County
was awarded a record $5.5 million dollars to build this facility
for 280 children, as part of the "Rosie the Riveter National Historic
Park." Originally, the two buildings had been built to serve children
of mothers who went to work building ships during World War II.
The new two-story facility will have ten classrooms
and over 20,000 square feet. All ten classrooms will be large
with high ceilings and lots of windows for natural light. Some
classrooms will even have individual patios. The first floor will
have a conference room/community center that can be used for department
and community events. The entire second floor of the building
will be devoted to staff and parent activities, including staff
offices, a break room with a kitchen, a resource library, and
other amenities.

FEATURED IN CALIFORNIA COUNTY MAGAZINE

Contra Costa County's award-winning Community Services
Department (CSD) was the cover story in the July/August 2002 issue
of California County Magazine.
The article featured examples of how Tony Colón,
CSD's Executive Director, and Pat Stroh, Family and Children's
Services Director, have successfully revitalized the department
over the past five years. CSD's administration and on-going implementation
of Head Start have garnered admiration from other Head Start agencies
nationwide.
In April, 2002, CSD was awarded the prestigious
Program of Achievement Award from the National Head Start Association.
CSD was the first Head Start agency in California, and only the
second in the region, to receive this award. Currently, the dynamic,
innovative department leaders are sharing their expertise with
other organizations. Tony Colón is also Vice-President
of Region IX Head Start Association and Dr. Pat Stroh is also
President of the California Head Start Association.
Other Awards/Special Recognition
- Received "Certificate of Recognition"
from the Contra Costa County Public Health Immunization Program
"for achieving 95% or greater completion rate" for
all children at all sites in our program for 2001-2002 school
year.
- Received "Excellence in Community Action"
award for the Western Region from the California/Nevada Community
Action Association (Cal-Neva) in April 2002.
- Received recognition award in March 2002 from
the California Child Development Administrators Association
(CCDAA) for the Department's Head Start Collaboration Project
in Contra Costa County.

WILDA DAVISSON, ADMINISTRATOR OF THE YEAR

For the first time ever, the California Head
Start Association (CHSA) selected an Administrator of the Year,
CSD Assistant Director Wilda Davisson, who was honored at CHSA's
4th Annual Conference in San Diego.
Ms. Davisson has been a part of Head Start
since its inception in 1965 when she was a Head Start Teacher.
Ms. Davisson holds a Master's Degree in Education Administration.
