2009 Housing Element Update
The State requires every jurisdiction to update the Housing Element of their General Plan every five years. The Contra Costa County Department of Conservation and Development (DCD) submitted a draft Housing Element to the State Department of Housing and Community Development for its preliminary review. DCD is still interested in hearing from the public on the draft Housing Element. Links to the draft Housing Element and the Land Inventory are at the bottom of this page. DCD has held several community meetings to consider the general public’s concerns about issues addressed in the Housing Element such as affordable housing programs. In addition, DCD staff is willing to make a presentation at the request of community groups.
- County Planning Commission conducted a public hearing on the 2009 Housing Element update and forwarded a recommendation on a draft 2009 Housing Element update to the Board of Supervisors.
- On July 21, 2009, the Board of Supervisors conducted a public hearing on the draft 2009 Housing Element update as recommended by the County Planning Commission. At the conclusion of the 7/21/2009 Board hearing, the element was adopted and authorized for submittal to the California Department of Housing and Community Development (HCD) for review.
- County was informed by HCD on October 30, 2009 that the element would meet the statutory requirements of State Housing Element law provided certain minor revisions are incorporated into the element.
- On December 8, 2009, the Board of Supervisors approved minor revisions to the Housing Element pursuant to review by HCD, and the element was re-submitted to HCD for final review and determination on compliance with State Housing Element law.
