Over the past several years, County staff has worked with the community to develop the Bailey Road Bike and Pedestrian Plan, with the goal of creating an aesthetic, safe, and transit-oriented town center for Bay Point. An initial component of the Bailey Road Bike and Pedestrian Plan is the undergrounding of existing overhead utilities.
The Bay Point Utility Undergrounding Project is one of the first steps towards creating a more aesthetic downtown by relocating existing overhead electrical and communication lines to an underground trench. In 1967, the California Public Utilities Commission required new electric service connections to be placed underground and funded a program through utility tariffs to gradually replace existing overhead distribution lines with new underground service. The California Public Utilities Commission provides a program called “Rule-20A” that governs the funding of utility undergrounding for community core areas such as along arterials or in downtown areas. Under the County-administered Rule 20A program, the County can call on utility undergrounding credits and partner with the affected utilities to implement an undergrounding project. To utilize Rule 20A credits, a Utility Undergrounding District must be formed.
Information regarding the formation of the Utility Underground District will be provided at the Bay Point Municipal Advisory Council (MAC) meeting on April 2, 2013. The project links below provide general information about formation of the Utility Underground District and the location and time of the meeting. Subsequent to the Bay Point MAC meeting, a public hearing will be conducted by the Contra Costa County Board of Supervisors in the spring/summer of 2013. Further announcements will be made once the hearing date is identified.
Project Limits: Bailey Road from the State Route 4 westbound onramp north to Willow Pass Road, then along Willow Pass Road from Bailey Road to the Pittsburg City limits
